RECOMMENDATION:
Recommendation Concerning an Amendment to the 2015 HUD Annual Action Plan for the Community Development Block Grant Program - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning an Amendment to the 2015 HUD Annual Action Plan Regarding the Community Development Block Grant Program:

A. Approve the Amendment to the 2015 Annual Action Plan Regarding the Community Development Block Grant (CDBG) Program reallocating $29,590 in funds from the CRA Facade Program and Homeless or Health Public Facility Project to Demolition/Clearance; and

B. Authorize the County Administrator to sign the Amendment.

BACKGROUND:
During review of expenditures and needs under the 2015 grant allocation for the CDBG Program, staff has additional need for funds in the 2015 Demolition/Clearance Program, which utilized its funding this past fiscal year on seven cleanups for income eligible homeowners. This program is for owners that have been cited by code, are income eligible, and consent to us paying for demolition/clearance of their property with a 2 year forgivable lien being placed on the property. There are currently seven owners approved or in application that must wait for assistance until this amendment is approved and wait for release of funds from HUD for the 2016 grant allocation.  If this amendment is approved, this will release $29,590 in 2015 CDBG funds, which together with the $75,000 in 2016 CDBG funds (once released by HUD), will allow for a total of $104,590 in Demolition/Clearance funding. The average demolition cost from the 2015 funds was $6282, which will provide for approximately 16 demolitions for income eligible homeowners. It is anticipated that additional funding will be needed to cover demolition and clearances in the Century area for owners recovering from the February tornados. This amendment also decreases funds from activities that are not performing or will not materialize.

The County may move funding between proposed activities by amending the HUD 2015 Annual Action Plan (Exhibit I), which requires a 30 day minimum public notice and approval by the Board. An advertisement announcing this Amendment (Exhibit II) was published on August 26, 2016 allowing for public comments through September 27, 2016, which meets the comment period requirements per HUD. No comments were received. The amendment (Exhibit III) will be submitted to HUD upon approval by the Board.
 
BUDGETARY IMPACT:
This will allow for movement of funds between activities in the 2015 CDBG Program.

No impact.

POLICY/REQUIREMENT FOR BOARD ACTION:
Any substantial changes to the HUD Annual Action Plan requires an opportunity for public comment and must be approved by the Board of County Commissioners.
