RECOMMENDATION:
Recommendation Concerning Contract Award for Design Services for Traffic Signal Design for County Road 95A at Chemstrand Road and County Road 297A at Kingsfield Road  - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and John Davenport Engineering, Inc., per the terms and conditions of PD 15-16.091, Design Services for Traffic Signal Design for County Road (CR) 95A at Chemstrand Road and CR 297A at Kingsfield Road, for a lump sum of $102,410, basic services and optional services of $4,500, providing a total of $106,910.

BACKGROUND:
CR 95A / Old Chemstrand Road Mast Arm Signal
This intersection is comprised of two 36” stop signs requiring vehicles traveling north-south on CR 95A to stop and yield right of way to vehicles traveling east-west on Old Chemstrand Road. Consequential traffic crash data have revealed that frequent angle collisions has exceeded five crashes per year since 2009.  In addition, the subject intersection also meets the Manual on Uniform Traffic Control Devices (MUTCD) signal warrant (crash experience) which can be utilized as a standalone warrant to justify the installation of a traffic signal.  The signal has been justified at this time and with railroad pre-emption and FDOT signalization (US29) coordination the intersection should greatly improve the level of service to commuters during AM and PM hour periods.

CR 297A / Kingsfield Road Mast Arm Signal
This intersection is comprised of two classified collector roadways and is currently under multi-way stop control consisting of four 36” stop signs and an overhead span wire mounted flashing red beacon. Based on recent and historical traffic counts; volumes at this intersection have increased 17% since 2008 and will be expected to continue with the ongoing growth experienced in the surrounding portion of the county. Proposed addition of an elementary school and current construction of a residential subdivision will add significant impact during peak hours to an intersection that has already begun experiencing extensive queuing and delay. Signalization is justifiable at this time and should greatly improve the level of service afforded to commuters during AM and PM hour periods.

Requests for Letters of Interest, PD 15-16.091, Design Services for Traffic Signal Design for CR 95A at Chemstrand Road and CR 297A at Kingsfield Road, were publicly noticed in the Pensacola News Journal on Monday, August 22, 2016.  One hundred eighty three firms were notidied on August 22, 2016  directly via the GFS email system. Responses were received from three firms on Wednesday, September 07, 2016. Discussions were held with three firms on Tuesday, September 20, 2016.   The selection committee ranked the firms in the following order:
  1. John Davenport Engineering, Inc. (d/b/a Davenport)
  2. Volkert, Inc.
  3. Dantin Consulting, Inc.
Negotiations were held with John Davenport Engineering, Inc., (d/b/a Davenport) on Tuesday, October 04, Tuesday, October 11, Wednesday, October 12 and Friday, October 21, 2016 resulting with a final negotiated total fee of $106,910.

Attorney Standard Form of Contract, Form G: Consulting Services for Stand Alone Projects.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
