RECOMMENDATION:
Recommendation Concerning a Federal Financial Assistance Subrecipient Agreement with the Florida Department of Agriculture and Consumer Services - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management
 
That the Board take the following action concerning the Federal Financial Assistance Subrecipient Agreement with the Florida Department of Agriculture and Consumer Services (FDACS):
 
A. Approve the Federal Financial Assistance Subrecipient Agreement with the Florida Department of Agriculture and Consumer Services (FDACS Contract #023858), in the amount of $22,000, for the Escambia County Urban Forestry Internship and Volunteer Program; and

B. Authorize the Chairman to sign the Agreement and any future amendments relating to no-cost extensions, subject to Legal review and sign-off, without further action of the Board.

Note:  There is no County funding required with the match coming from in-kind staff and volunteer time and labor.

BACKGROUND:
Urban forest plays a vital role in the health and well being of Florida’s citizens and communities.  Escambia County promotes the “environmental and community benefits of a healthy, diverse, and well managed urban forest.” (LDC Sec. 5-7.1). The Department of Natural Resources Management's Water Quality & Land Management Division has applied for and has been selected to receive a $22,000 Urban and Community Forestry Grant though FDACS. These funds will be used for the following goals and objectives such as funding part-time internship positions to assist staff continue the tree inventory for parks in the CRA districts; assist with coordination and planning of at least one tree care workshop for muicipal employees inviting staff from neighborhing municipalities; coordinate workdays with urban forestry advocacy and volunteer groups to participate in educational outreach events such as Earth Day and Arbor Day; assist in documenting protected tree conditions; and two planting projects on public property.
BUDGETARY IMPACT:
At the time of SBA, funds will be appropriated in Fund 110, Other Grants and Projects, Cost Center 221011, Urban & Community Forestry. No County funding required. Match will be in-kind staff and volunteer time and labor.
