RECOMMENDATION:
Recommendation Concerning the Contract Extension for Contract PD 14-15.040, for the Dredging of Lafitte Cove Canal - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning Contract PD 14-15.040 for the Dredging of Lafitte Cove Canal:

A. Approve the first 12-month Contract extension, effective April 23, 2016, to Coastal Reef Builders, Inc.; and

B. Authorize the Chairman to sign all related documents.

BACKGROUND:
The Board approved Contract PD 14-15 Dredging of Lafitte Cove Canal on April 23, 2015. The Public Works Department currently manages the dredging activities, with a dredging contractor to perform the necessary dredges (4 month intervals) each year. The proposed dredging schedule is set for February, June, and October of each year within the contractual length of schedule. The contractor is to mechanically dredge up to 1200 cubic yards of material, but no more than absolutely necessary for vessels to adequately navigate the canal. The area to be dredged is approximately a 50’ x 95’ area to - 5.0 Mean Low Water at the entrance of the canal, per the Army Corps of Engineers (ACOE) permit. The contractor is to transport and discharge the dredged materials to the upland discharge site, which is the vacant parcel south of the existing Pensacola Beach Water Towers located on the east side of the Little Sabine Inlet. Santa Rosa Island Authority (SRIA) will reimburse Escambia County for the cost of this dredging. 

The original Contract term allowed a contract extension renewal option for two 12-month periods; this approval would exercise the second year of this contract.
BUDGETARY IMPACT:
Funds are available from Fund 175 "Transportation Trust Fund", Cost Center 211602, Object Code 54601, $65,000.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County, FL Code of Ordinances, Chapter 46, Article II, Purchases and Contracts.

The Office of Purchasing will issue Contract renewal and Purchase Order upon approval.
