RECOMMENDATION:
Recommendation Concerning PD 15-16.081, (NRDA) Artificial Reef Construction of Patch Reefs in Casino Reef Site Phase 1B:  Large Tetrahedron Reef Modules - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve authorize the County Administrator to sign the Agreement  between Escambia County and David Marsh Walter d/b/a Walter Marine, per the terms and conditions of PD 15-16.081, (NRDA) Artificial Reef Construction of Patch Reefs in Casino Reef Site Phase 1B:  Large Tetrahedron Reef Modules, and per the terms and conditions of the Agreement between Escambia County and the State of Florida Fish and Wildlife Commission, Grant Agreement No. 15153, which is incorporated into the Agreement, for the amount of $100,000.

BACKGROUND:
 PD15-16.081 (NRDA) Artificial Reef Construction of Patch Reefs in Casino Reef Site Phase 1B for Large Tetrahedron Reef Modules was advertised in the Pensacola News Journal on August 1, 2016. Six contractors were notified on August 1, 2016. A  pre-solicitation meeting for interested contractors was held on August 10, 2016. Representatives from three firms, Marine Resources Department and Florida Fish and Wildlife Conservation attended.   One response were received on August 31, 2016. The Proposal Review Committee met on September 7, 2016. The Proposal Review Committee  qualified and  accepted the submission by  David Walter d/b/a Walter Marine on September 21, 2 016.

This project is funded through an Agreement (FWC-15153) with Florida Fish and Wildlife Conservation Commission (FWC) using Natural Resources Damages Assessment (NRDA) funds and is intended for restoration of natural resources and loss of
human use due to the Deepwater Horizon Oil Spill.  Escambia County's NRDA Phase 1 Artificial Reef Construction is comprised
of 4 parts (A-D), corresponding to "reef module design concepts" described in FWC-15153 providing for Patch reefs in Casino Reef Site.  Casino Reef Site is a small Army Corps of Engineers (ACOE) permitted site within renewed/expanded Florida Department of Environmental Protection (FDEP) permitted site. Location is approximately 1 nautical mile south of Pensacola Beach in Gulf of Mexico water of approximately 55ft depths. Approximate coordinates are: N30 19 000':W087 07 000'. Price includes manufacture, preparation and deployment of reef modules.  This agreement is for Phase 1B for Large Tetrahedron Reef Module concepts. This agreement and the solicitation process were approved by FWC.

LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney prepared the agreement and included the FWC Grant Agreement #15153.
PERSONNEL:
Escambia County Marine Resources Department will administer the contract.
 
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with Escambia County Code of Ordinances Chapter 46, Article II, Purchases and Contracts.
