| RECOMMENDATION: |
Recommendation Concerning Contract Award for Detroit Boulevard Intersection Improvements at Pine Forest Road - Claudia Simmons, Office of Purchasing, Purchasing Manager
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Panhandle Grading & Paving, Inc., per the terms and conditions of PD 15-16.100, Detroit Boulevard Intersection Improvements at Pine Forest Road, for a lump sum of $483,265.95.

| BACKGROUND: |
The Detroit Boulevard Intersection Improvements project will consist of the reconstruction and widening of Detroit Boulevard from the SR 297 (Pine Forest Road) intersection east approximately 450’. In addition, this project includes the reconstruction and widening of the existing right turn lane on the northbound side of SR 297 (Pine Forest Road). In order to accommodate the proposed improvements, this project also includes some minor drainage works. The proposed improvements will be constructed within the existing Escambia County rights-of-way along Detroit Blvd. and also within the Florida Department of Transportation (FDOT) right of way for SR 297 (Pine Forest Road).
The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, September 5, 2016. A Mandatory/Mandatory Pre-Solicitation Conference was held on Wednesday, September 14, 2016. Nine firms were represented at that meeting. Bids were received from four contractors on Wednesday, September 28, 2016. Panhandle Grading & Paving, Inc. is the low bidder. |

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
