RECOMMENDATION:

Recommendation Concerning the State of Florida Department of Transportation Local Agency Program Supplemental Agreement between the Florida Department of Transportation and Escambia County for County Road 293 (Bauer Road) Paved Shoulder Design - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation Local Agency Program (LAP) Supplemental Agreement between the State of Florida Department of Transportation (FDOT) and Escambia County to design paved shoulders along Bauer Road between (County Road) 292A (Gulf Beach Highway) and (State Road) 292 (Sorrento Road):

A. Approve the State of Florida Department of Transportation LAP Supplemental Agreement between FDOT and Escambia County for CR 293 (Bauer Road); and

B. Adopt the Resolution authorizing the Chairman to sign the LAP Supplemental Agreement.

BACKGROUND:

The purpose of this Agreement is to enter into a supplemental Local Agency Program (LAP) between Escambia County and the FDOT regarding funding an additional $1,722.00 for the design of five-foot paved shoulders along CR 293 (Bauer Road) from CR 292A (Gulf Beach Highway) and SR 292 (Sorrento Road).

The original agreement executed by FDOT and Escambia County was for a project total of $38,593. The negotiated fee for the design work came to $40,315.00. The difference will be funded by FDOT through this supplemental agreement.

A separate submittal for construction funding was submitted to FDOT in the Spring of 2016.

BUDGETARY IMPACT:

FDOT will reimburse the County $40,315 for expenses related to the design of the project. A supplemental budget amendment will be prepared by the Office of Management and Budget to recognize the funding for the LAP Agreement.

Funds are available in Fund 352, "LOST III", Cost Center 210116, Object Code 56301, Project #16EN3441.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Agreement and the Resolution.

PERSONNEL:

No new personnel will be required.

POLICY/REQUIREMENT FOR BOARD ACTION:

N/A

IMPLEMENTATION/COORDINATION:

Upon approval of the Agreement, County Public Works staff will coordinate with FDOT staff during the design process.
