RECOMMENDATION: |
Recommendation Concerning lnterlocal Cost-Sharing Agreement for Beach Haven Northeast Drainage and Sanitary Sewer Project Phase 1 - Stephan Hall, Budget Manager, Management and Budget Services Department
That the Board take the following action concerning the Beach Haven Northeast Drainage and Sanitary Sewer Project, Phase 1:
A. Approve the lnterlocal Cost-Sharing Agreement between Escambia County and the Emerald Coast Utilities Authority (ECUA) for construction services for the Beach Haven Northeast Drainage and Sanitary Sewer Project, Phase 1;
B. Authorize the Chairman or Vice Chairman to sign the Agreement; and
C. Adopt the Resolution approving Supplemental Budget Amendment #223, Local Option Sales Tax Fund III (352), in the amount of $3,534,564, to recognize proceeds from the Interlocal Cost-Sharing Agreement between Escambia County and ECUA, and to appropriate these funds for the Beach Haven Northeast Drainage and Sanitary Sewer Project, Phase I. |
BACKGROUND: |
On July 12, 2012, the Board awarded a Lump Sum Contract to Jehle-Halstead, Inc., per the terms and conditions of PD 11-12.030, Beach Haven Northeast Drainage and Sanitary Sewer Project, in the amount of $999,430. In addition to the contract, the Board is entering into an lnterlocal Cost-Sharing Agreement with ECUA for this project. This Interlocal Agreement provides a mechanism for ECUA to reimburse the County for costs incurred and invoiced by the design contract portions of the sanitary sewer aspects of the project. Since the County and ECUA have identified funds to proceed with construction, this Interlocal Agreement is prepared to establish a budget for reimbursement funds in a not-to-exceed amount of $3,534,564. After the project design has been approved, percentages may be adjusted as needed after project bid and actual bid price quotes can be considered for construction contract award. At the time of contract award, the cost sharing agreement will be revised to reflect actual bid costs instead of estimated construction costs.
This Agreement will provide the funding allocation to bid the project. |
BUDGETARY IMPACT: |
This amendment will increase Fund 352 by $3,534,564. ECUA will reimburse the County for sanitary sewer construction costs incurred and invoiced, as outlined in the contract.

Upon approval by the BCC, implementation of the project will be a coordinated effort between John Seymour, Manager of Engineering Projects (ECUA), Chris Curb, Stormwater Engineering Manager (Escambia County), and/or Terri Berry, Project Coordinator (Escambia County). |
