RECOMMENDATION:
Recommendation Concerning Budget Amendment #216 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board approve Budget Amendment #216, Internal Services Fund (501), to move funds from operating to salaries and to other accounts to pay employees who are eligible for the County's health insurance, a taxable $50 or $25 reward for participating in the Wellness Incentive Program.  This program was approved by the BCC on April 7, 2016, and entities from Supervisor of Elections, Santa Rosa Island Authority, Clerk of Courts, Property Appraiser, Tax Collector, and the Health Facilities Authority also participated in this program.  These funds need to be appropriated in the current year's budget to be used for the Wellness Incentive Program.
BACKGROUND:
The BCC approved a wellness incentive program on April 7, 2016 for employees who are eligible for the County's health insurance which includes employees of participating appointing authorities.  The County authorized employees who participated in both the onsite screening and the completion of the personal health assessment (PHA) a taxable $50 cash reward to be paid through the payroll process.  Participants who only completed either the health screening or the online PHA will receive a taxable $25 cash reward.  This program should empower employees to become aware of their health status and work towards becoming healthier.
BUDGETARY IMPACT:
This amendment will increase personnel funds in Fund 501 for the BCC and Supervisor of Elections by $29,819.  There is no increase to the current budget as funds are available from the Blue Cross Blue Shield Wellness Initiative.
