RECOMMENDATION:
Recommendation Concerning Contract Award for Ponderosa Drive Pond Expansion ENG 1463 - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Principle Properties Inc., per the terms and conditions of PD 15-16.076, Ponderosa Drive Pond Expansion ENG 1463 in the amount of $558,522.

BACKGROUND:
The Ponderosa Drive Pond Expansion Project consists of increasing the existing pond into recently acquired adjacent parcels.  The existing pond is approximately 0.75 acre and 21 feet deep.  The pond will increase to approximately 3.75 acres maintaining the same depth.  The storm water collection system around the pond will be improved to accommodate the pond expansion.  Since this is a closed basin, the proposed pond will not include a discharge structure.  The project is located on Ponderosa Drive near Ashland Avenue.
 
This a flood relief project in response to the excessive flooding that occurred in the area during the April 2014 storm event. This is a LOST project.

The legal advertisement for the Invitation to Bid PD15-16.076  was advertised in the Pensacola News Journal on Thursday, June 23, 2016 and Thursday, June 30, 2016. A Pre-Solicitation Conference was held on Thursday, July 7, 2016.  Fourteen firms were represented at that meeting.  Bids were received from nine contractors on Thursday, July 21, 2016.  Principle Properties Inc. is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II Purchases and Contracts.
