That the Board approve and authorize the County Administrator to execute the following Change Order requested and approved for reimbursement by United States Department of Agriculture Natural Resources Conservation Service Emergency Watershed Program (NRCS) to Site and Utility, LLC, on Contract PD 15-16.011, Glynn Broc Gully and Cypress Point Channel Sediment Removal Project:

BACKGROUND:
The April 2014 storms produced floodwaters throughout Escambia County. Swollen streams caused excessive flooding and erosion that damaged many roadways, dams, culverts, and bridges. 

Meeting in regular session on January 7, 2016, the Board awarded the contract for the Glynn Brock Gully and Cypress Point Channel Sediment Removal Project, an NRCS project, to Site and Utility, LLC.  The existing channel from Johnson Avenue to Scenic Highway (Glynn Broc Gully) and Scenic Highway to Escambia Bay (Cypress Point Drainage Easement) filled with sediment and debris from the storm event of April 29-30, 2014.

This recommendation is for approval of Change Order #4, which is an additive Change Order in the amount of $60,500.00.  This Change Order allows Site and Utility, LLC, to install additional sheet pile, as directed by NRCS, for $53,750.00, add additional rip rap armor to secure the toe of the newly installed Flexamat for $6,250.00, and to repair the outfall into Cypress Point Gully, that failed after project conception, for $500.00. The changes have been approved by NRCS.  A request was approved by the Board on April 7, 2016 for additional funds for reimbursement of several NRCS projects including Glynn Broc Gully. This Change Order implements that request. Current contract amount is $362,410.50; after this Change Order the contract will be increased to $422,910.50, and will remain within the funding limits of NRCS Amendment #3. 

Change Order #1 was for time only.  Change Order #2 was an additive Change Order for $6,408.50 to make changes directed by NRCS to remove several trees to provide access and protect existing structures. Change Order #3 was an additive Change Order for $21,840.00 to install permanent stabilization and to add time for construction as directed by NRCS. The deadline for this construction to be complete is September 24, 2016.

Funding is available in Fund 112 "Disaster Recovery Fund", Cost Center 330493, Object Code 54612, Project #ESXNR04.

This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchase and Contracts.

Upon Board approval, a Change Order will be transmitted to the Office of Purchasing for processing.
