RECOMMENDATION:
Recommendation Concerning Contract Award for Job Classification and Compensation Study - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement for Consulting Services between Escambia County, Florida, and Evergreen Solutions, LLC, per the terms and conditions of PD 15-16.055, Job Classification and Compensation Study, for a lump sum of $79,500.

BACKGROUND:
The Board approved the issuance of a Request for Proposals to secure services of a compensation consulting firm to complete a class and compensation review for the Board of County Commissioners pay plan and the pay plans of other Constitutional Offices which may wish to participate on April 7, 2016.  The Constitutional Offices have all selected to be part of the study (Sheriff, Supervisor of Elections, Property Appraiser, Tax Collector, Santa Rosa Island Authority, Clerk of Court - 11 positions).

The legal advertisement for this "Request for Proposal" was advertised in the Pensacola News Journal on Monday, May 16, 2016.  Proposals were received from six firms on Wednesday, June 15, 2016.  The Selection Committee Short-Listed to three firms on Thursday, June 23, 2016.  Discussions were held with these firms on Tuesday, July 5, 2016.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
