RECOMMENDATION:
Recommendation Concerning Contract Award for Mayfair Algiers ENG1904 Phase 1 - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Chavers Construction, Inc., per the terms and conditions of PD 15-16.064, Mayfair Algiers ENG1904 Phase 1, for a lump sum of $232,025.50.

BACKGROUND:
The Mayfair Algiers Drainage Project - Phase I generally consists of the replacement of a portion of an existing failed corrugated metal pipe (CMP) conveyance system.  The entire pipe system will ultimately be replaced in future phases.  This project will address two significant failed sections which have caused erosion along the pipe through the easement.  One existing junction box will be replaced and one new ditch bottom inlet (DBI) will be installed at the end of the proposed pipe replacement.  Prior to installation, the County shall inspect the integrity of the existing pipe after it is exposed to determine if adjustments need to be made.  This is a LOST funded project.

Construction is expected to start in early September and continue for 150 calendar days.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal in Monday, June 6, 2016 and June 13, 2016.  A Non-Mandatory Pre-Solicitation Conference was held on Monday, June 20, 2016.  Six firms were represented at that meeting. Bids were received from five contractors on Tuesday, July 12, 2016. Chavers Construction, Inc. is the low bidder.

Attorney Standard Form of Contract, Form D: Road/Drainage.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
