RECOMMENDATION:
Recommendation Concerning Contract Award for Wilde Lake Boulevard Drainage Improvements Project - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and J. Miller Construction, Inc., per the terms and conditions of PD 15-16.065, Wilde Lake Boulevard Drainage Improvements Project, for a lump sum of $995,735.38.

BACKGROUND:
The 2014 April rainstorm resulted in roadway damage and drainage issues along the cul-de-sac at Wilde Lake Boulevard, in the pond area, at the box culverts and along the roadside ditches. This culvert crossing has had multiple failures from previous storm events. The intent of this project is to replace the box culverts with a new bridge structure and repair the drainage way and mitigate against future storm events. This project will be submitted to FEMA for reimbursement.

Construction is expected to start in early September and will continue for 270 calendar days.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal in Monday, June 6, 2016 and June 13, 2016. A Mandatory Pre-Solicitation Conference was held on Tuesday, June 21, 2016.  Thirteen firms were represented at that meeting.  Bids were received from four contractors on Thursday, July 14, 2016.  J. Miller Construction, Inc. is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
