RECOMMENDATION:
Recommendation Concerning Contract Award for Merlin Road Drainage Improvements Project - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Site and Utility, LLC, per the terms and conditions of PD 15-16.066, Merlin Road Drainage Improvements Project, for a lump sum of $359,946.

BACKGROUND:
The Merlin Road Drainage Improvements project is a drainage project designed to alleviate the chronic flooding issues along Merlin Road.  A new outlet and larger storm sewer pipes are planned to provide stormwater runoff relief and provide a positive outfall route to the bay for the new system.  This project is funded by LOST dollars and precedes future paving improvements scheduled to be done when this drainage component is complete.

Construction is expected to start in early September and continue for 120 calendar days.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, June 6, 2016 and June 13, 2016.  A Mandatory Pre-Solicitation Conference was held on Wednesday, June 22, 2016.  Ten firms were represented at that meeting.  Bids were received from six contractors on Wednesday, July 13, 2016. Site and Utility, LLC is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
