| RECOMMENDATION: |
Recommendation Concerning Contract Award for Design Services for County Road 295A (Old Corry Field Road) Sidewalk Project from State Road 30 (Navy Boulevard) to County Road 298A (Jackson Street) - Claudia Simmons, Office of Purchasing, Purchasing Manager
That the Board approve and authorize the County Administrator to sign the Agreement between Jehle-Halstead, Inc., per the terms and conditions of PD 15-16.049, Design Services for CR 295A (Old Corry Field Rd.) Sidewalk Project from SR 30 (Navy Blvd.) to CR 298A (Jackson St.), for a lump sum of $78,828.27, and optional services of $19,710.50, for a total of $98,538.77.

| BACKGROUND: |
The Escambia County Engineering Division of Public Works requests that construction plans be developed for the installation of sidewalks and drainage system upgrades along Old Corry Field Road from the existing sidewalk north of Navy Boulevard to Jackson Street in Pensacola, Florida. A&E Services shall provide construction plans, bid documents, bid assistance, and limited project construction oversight for sidewalks along Old Corry Field Road and associated drainage system upgrades.
It is the intent of the County to provide safe and adequate sidewalks for pedestrian traffic on the east side of Old Corry Field Road. The County and the consultant will evaluate the feasibility for construction due to the Warrington Basin (Branch H) drainage issues and utility conflicts. Provide improvements for the proposed drainage system, as needed to install the sidewalks, will be included on the plans. All design features shall comply with the current ADA Standards, FDOT Design and Construction Standards, Public Right of Way Accessibility Guidelines (PROWAG), FDOT Transits Facilities guidelines, and Escambia County guidelines. The length of the project is approximately 2,650 linear feet (0.5 miles).
Requests for Letters of Interest, PD 15-16.049, Design Services for CR 295A (Old Corry Field Rd.) Sidewalk Project from SR 30A (Navy Blvd.) to CR 298A (Jackson St), was publicly noticed on Monday, May 02, 2016 in the Pensacola News Journal and sent to two hundred sixty nine known firms. Responses were received from four firms on Tuesday, May 17, 2016. Discussions were held with three firms on Thursday, June 09, 2016.
The Selection Committee ranked the firms in the following order:
1. Jehle-Halstead, Inc.
2. Thompson Engineering, Inc.
3. Fabre Engineering & Surveying
Negotiations were held on Wednesday, June 28, 2016 and Thursday, June 29, 2016 resulting with a final negotiated total fee of $98,538.77. |

| This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
