RECOMMENDATION:
Recommendation Concerning the Approval of  the AT&T Switched Ethernet Service (ILEC Intrastate) Agreement between Escambia County and AT&T - Michael D. Weaver, Public Safety Department Director

That the Board take the following action regarding the AT&T Switched Ethernet Service (ILEC Intrastate) Pricing Schedule between Escambia County and AT&T to add redundant 911 System Fiber Switches: 

A. Approve the AT&T Switched Ethernet Service (ILEC Intrastate) Pricing Schedule to add fiber switch redundancy for Escambia County’s 911 System commencing the effective date upon filing with the Clerk of the Circuit Court of Escambia County, Florida, and continue for the term of the existing Master Agreement between AT&T and Escambia County or until terminated by either party under the original terms; and  

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
The current network design supporting the 911 system, which was established in 2014, has diverse or dual fiber serving the 911 host locations at the ECC and ECSO. This protects against catastrophic failure from a single fiber cut along the routes connecting to these locations. However, both fiber routes terminate into a single device at the point where they connect to the 911 equipment, which presents a single point of failure at each site. At the time of installation and system integration, dual connectivity was cost prohibitive.  The benefits of approving the amended agreement are as follows:
  • AT&T has developed new products which offer dual connections at a much lower cost. The new network which includes increased redundancy will increase the network costs by $371.20 per month.  We will offset this cost by reducing the cost of another software maintenance agreement that will not degrade service and will keep the 911 Budget zero based.
  • At the completion of the project, the circuit handoff, fiber route, and interconnection with the 911 network equipment will be fully redundant, which will greatly enhance the resiliency of the County’s 911 system.

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual approved the documentation as to form and legal sufficiency on June 22, 2016.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, Tamika L. Williams, Public Safety Business Operations Division manager, will ensure the appropriate originals are returned for file. Mike Moring, Public Safety Communications Division manager, will oversee implementation of the Agreement and work in close cooperation with ECSO representatives.
