RECOMMENDATION:
Recommendation Concerning the Volunteer Florida 2017 Community Emergency Response Team Program Grant Application - Mike D. Weaver, Public Safety Director

That the Board take the following action concerning the Volunteer Florida 2017 Community Emergency Response Team (CERT) Program Grant Application under the Florida Division of Emergency Management (FDEM) and the U.S. Department of Homeland Security (DHS) that is applying for $10,000, in Grant funding:
 
A. Approve the Volunteer Florida 2017 CERT Program Grant Application; and

B. Authorize the County Administrator to sign the Grant Application.
BACKGROUND:
In support of the national effort to develop and enhance CERT programs, federal funds are annually offered to eligible communities to assist in providing funding to engage, educate, and train local citizens in their roles as it relates to emergency preparedness, response, recovery, mitigation and public health measures for all hazards. The grant opportunity would provide funding up to $10,000, depending upon what is finally allocated and awarded around the state. Local dollar-for-dollar match is required and would come from cash or in-kind services from the selected contractor or as Division of Emergency Management in-kind match from already existing budget funds.
 
These funds would be utilized to hire a contractor to implement the grant program in Escambia County.
BUDGETARY IMPACT:
If awarded, these funds are designed as a reimbursement program from Volunteer Florida for eligible program activities. The local dollar-for-dollar match requirement would be met through in-kind contractor services or through in-kind funds from the Division of Emergency Management existing budgets.  No additional local budget authorization would be needed.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Board’s Competitive Grant Policy and FDEM guidelines.  Current Board policy requires grant applications to be reviewed and approved.
IMPLEMENTATION/COORDINATION:
John Dosh, Division of Emergency Management Manager, will oversee implementation of this grant if awarded, in coordination with Volunteer Florida.
