RECOMMENDATION:
Recommendation Concerning the Cafe at the West Florida Public Libraries Pensacola Library - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Chairman to sign the Agreement for Food and Beverage Concession Services for the Downtown Main Library, PD 15-16.044, for the food service and operations of the Cafe at the West Florida Public Libraries Pensacola Library to Solo Caffe, LLC, for a term of 36 months with options for two 12-month extensions.  The Agreement is based on a percentage of net sales defined as gross sales less applicable sales tax to be remitted to the County for deposit into the Library Fund.  The percentages of net sales are:

Years 1 and 2  - 10%
Year 3 + subsequent years - 15%

BACKGROUND:
The Request for Proposals for the Cafe at the West Florida Public Library Pensacola Library was advertised in the Pensacola News Journal on April 11, 2016. Over 50 businesses and non-profits were notified on April 11, 2016.  Two responses were received on May 11, 2016, Solo Caffe LLC was the only proposer currently operating a Coffee Shop and  also provided the highest percentage of gross sales as commission to the West Florida Public Library System. The Cafe will provide hot and cold beverages, sandwiches and healthy snacks at a reasonable cost.  The Cafe area located in the Downtown Pensacola Library was designed and renovated with funds from the Friends of the Library and the operation of a Cafe/coffee shop incorporated within the new Library building has been a vision of the Friends of the Library for some time.
BUDGETARY IMPACT:
Revenue from the  commissions will be used by the Library.
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristin Hual prepared the agreement.
PERSONNEL:
The employees and operators of the Cafe will not be employees of Escambia County.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County Code of Ordinances Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Library Director will administer the contract for Cafe operations and food services.
