RECOMMENDATION:
Recommendation Concerning the Agreement for Lobbyist Services with Keller McIntyre and Associates, LLC - Shawn Fletcher, Information Technology Department Director

That the Board take the following action concerning the Agreement for Lobbyist Services with Keller McIntyre and Associates, LLC, for consulting services with a Federal Grant writing and submission proposal for broadband data:

A. Authorize Keller McIntyre and Associates, LLC, a Consultant Group who will assist the Escambia County Board of County Commissioners on Government relations and Grant writing to write a high-speed broadband data services Federal Grant proposal;

B. Approve the Agreement for Lobbyist Services between Keller McIntyre and Associates, LLC, and Escambia County for the purpose of pursuing Federal funding and government relations objectives related to the preparation of a high-speed broadband services planning grant proposal, for a term of one year and a fee not to exceed $8,200; and

C. Authorize the Chairman to execute the Agreement for Lobbyist Services between Keller McIntyre and Associates, LLC, and the Escambia County Board of County Commissioners.

BACKGROUND:
Consultant shall assist Escambia County in pursuing its federal funding and government relations objectives related to the preparation of a grant proposal for high speed broadband data services planning grant. The proposal shall be submitted to one of two federal agencies as strategically determined by Consultant and County. The grant will enable the planning of broadband infrastructure for all of Escambia County. This would be a benefit to both the citizens and businesses of Escambia County. Once a plan is in place, additional grants will be pursued for the construction of the infrastructure.
In this role, Consultant shall:

1) Assist in the preparation of grant applications and supporting material for a high speed broadband data services planning grant:

2) Develop meetings with Members of Congress, congressional staff, and federal agency decision-makers to advance the funding initiatives related to the high speed broadband data services planning grant: and

3) Serve as liaison to federal agencies relevant to the funding initiatives.

Escambia County Board of County Commissioners’ lobbying firm, Alcade and Fay, was consulted for these services. They were not in a position to write a grant related to telecom or broadband.
BUDGETARY IMPACT:
Funds are available in the current budget General Fund 001, Cost Center 270109, Object Code 53101
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney has approved the Agreement for form and legal sufficiency

IMPLEMENTATION/COORDINATION:
The Information Technology Department will coordinate with Keller McIntyre and Associations, LLC. on this implementation.
