RECOMMENDATION:

Recommendation Concerning the Resolution Authorizing the Temporary Road Closure for Escambia County Bridge on Molino Road Over Penasula Creek - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Resolution authorizing the temporary road closure related to the replacement and maintenance of Bridge No. 480115, Molino Road (CR 182) over Penasula Creek:

A. Rescind its action of February 2, 2016, CAR I-1B, adopting the Resolution (R2016-13) authorizing the temporary road closure of Molino Road (CR 182) over Penasula Creek, since the number of days needed for the closure to complete the project has changed from 180 days;

B. Adopt the Resolution authorizing the Temporary Road Closure for 270 days; and

C. Authorize the Chairman or Vice Chairman to execute the Resolution.

BACKGROUND:

Bridge #480115 on Molino Road (CR 182) over Penasula Creek, located in Escambia County and not on the State Highway System, will be replaced by the Florida Department of Transportation (FDOT). The project lets for construction in October 2016.

According to FDOT criteria, this bridge has reached a level of deterioration to warrant replacement and is on the list for FDOT's 5-Year Work Plan. The BCC approved the Off System Agreement between Escambia County and FDOT and adopted the resolutions authorizing the agreement and the temporary road closure at its regular meeting, February 2, 2016. The State has since notified the County that the contract time for the CR182 Bridge Replacement project has increased due to settlement monitoring that will dictate construction phasing. The original resolution set the road closure for 180 days and the State is now requesting that the road closure be approved for 270 days.

A detour of approximately 7 miles will be available at Sunshine Hill Road, Crabtree Church Road, and Highway 29. Upon Board adoption of the Resolution, and FDOT's completion of the structure, Escambia County will be responsible for maintenance of the bridge.

BUDGETARY IMPACT:

N/A

LEGAL CONSIDERATIONS/SIGN-OFF:

Stephen West, Senior Assistant County Attorney, has reviewed and approved the Resolution.

PERSONNEL:

All construction work will be performed by FDOT. There is no impact to county personnel.

POLICY/REQUIREMENT FOR BOARD ACTION:

Upon Board approval and Chairman's or Vice-Chairman's execution the Resolution will be returned to FDOT for their records.

IMPLEMENTATION/COORDINATION:

Construction plans are available for review (by authorized personnel only) by contacting Liz Bush or James Duncan, Engineering Division, at the Escambia County Central Office Complex. All bridge replacement work will be coordinated by FDOT.
