RECOMMENDATION:

Recommendation Concerning the At-Large Appointment to the Planning Board

That the Board approve appointing one of the following nominees to a two-year, at-large appointment to the Escambia County Planning Board, effective July 19, 2016, through July 18, 2018:

A. Appoint John T. Reading, Jr.;

B. Appoint David L. McCartney;

C. Appoint Edwin B. Howard;

D. Appoint Joseph S. Lloyd;

E. Appoint David Wu.

BACKGROUND:

The Escambia County Land Development Code, Section 1-4.3(b)(3) specifies two-year staggered terms of office for at-large members of the Planning Board. Mr. Lowery resigned from the Planning Board as of June 7, 2016. The resumes for the individuals above, who submitted for nomination, are attached for your review.

BUDGETARY IMPACT:

No budgetary impact is expected as a result of the recommended Board action.

LEGAL CONSIDERATIONS/SIGN-OFF:

N/A

PERSONNEL:

No additional personnel are required for implementation of the recommended Board action.

POLICY/REQUIREMENT FOR BOARD ACTION:

In accordance with Section 1, B.1 Appointment Policy and Procedures, the Board of County Commissioners' Policy Manual, Board approval is required for all appointments/reappointments to Boards/Committees established by the Board of County Commissioners. The requested action complies with LDC Section 1-4.3(b)(3), pertaining to terms of office for at-large members of the Planning Board.

IMPLEMENTATION/COORDINATION:

Upon appointment of the at-large member by the Board, the appointee will serve the required terms of office and fulfill the duties.
