RECOMMENDATION:
5:33 p.m. Public Hearing Concerning the Fiscal Year 2015/2016 Grant Application for Federal Transit Administration Funding for Bus and Bus Facilities Program: Grant 5339 for Escambia County Area Transit

Recommendation:  That the Board take the following action concerning the Fiscal Year 2015/2016 Federal Transit Administration (FTA) 5339 Grant Application by Escambia County Area Transit (ECAT) for mass transit project funding:

A. Conduct the 5:33 p.m., Public Hearing for the purpose of receiving comments from the general public on the Grant Application for $614,819, in Federal assistance on mass transit projects;

B. Approve, or amend and approve, the Grant Application, after receiving comments at the Public Hearing;

C. Adopt the Resolution authorizing the Chairman to execute all appropriate documents for the processing and receipt of Federal funds from the Federal Transit Administration; and

D. Authorize the ECAT General Manager to file the Grant Application via the Federal Transportation Award Management System (TrAMS).

[Funding:  There is no budgetary impact.  The $153,705 in Florida Toll Revenue Credits will enable the FTA to fund the entire Grant amount of $614,819.  However, a Supplemental Budget Amendment to Fund 320 will be required when the Grant has been approved by the FTA]
BACKGROUND:
Federal Transit Administration (FTA) guidelines require that all applications for financial assistance from FTA be submitted after a public hearing is held for the purpose of receiving comments from the public concerning the grant program of projects.  Effective January 1, 2016, Grant Applications, Execution, and Grant Administration Progress Reports must be submitted electronically via the Transportation Award Management System (TrAMS).

FTA guidelines require that all applications for financial assistance from FTA be submitted after a public hearing is held for the purpose of receiving comments from the public concerning the Grant Program of Projects. Effective January 1, 2016, Grant Applications, Execution, and Grant Administration Progress Reports must be submitted electronically via the Transportation Award Management System (TrAMS).

The FTA publishes apportionments, and Escambia County's apportionments for Section 5339 are FY2015 $317,323 and FY2016 $297,496 for a total of $614,819 (apportionment notice attached). ECAT recommends that Escambia County apply for these apportionments by approving this application for the below Program of Projects.

PROGRAM OF PROJECTS

The Project Budget was developed in accordance with the latest Pensacola Urbanized Area Transportation Improvement Plan Update adopted by the Florida-Alabama Transportation Planning Organization (TPO). The budget for this Grant Application is as follows:

The recommended Program of Projects is based on the following:

One Large Heavy Duty Bus: It is recommended that Escambia County purchase 1 30' replacement bus at a cost of $340,000.  This vehicle will replace one large heavy duty bus that has reached/exceeded its useful life.

Bus Stop Amenities: It is recommended that Escambia County purchase solar light kits for existing shelters, for safety and security for passengers waiting at these stops outside of daylight hours. It is also recommended that Escambia County purchase bus stop benches to replace old worn benches, and to add benches to bus stops that do not have amenities.
BUDGETARY IMPACT:

LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney has approved as to form and legal sufficiency on June 14, 2016.
PERSONNEL:
Additional personnel will not be required by ECAT.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is based on the Board of County Commissioners Comprehensive Plan - Mass Transit Element.
IMPLEMENTATION/COORDINATION:
ECAT personnel will electronically file all required documentation.  ECAT staff will coordinate with the FTA and FDOT on all necessary funding activities covered by this grant application.  The Chairman and/or County Attorney shall execute all appropriate documents for the processing and receipt of Federal funds from the Federal Transit Administration.  ECAT personnel will assist as needed.
