RECOMMENDATION:
Recommendation Concerning Contract Award for Perdido Class I Landfill Section 5 Cell 1A Expansion Sitework Construction - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Panhandle Grading & Paving, Inc., per the terms and conditions of PD 15-16.058, Perdido Class I Landfill Section 5 Cell 1A Expansion Sitework Construction, in the amount of $4,155,393.

BACKGROUND:
The 15-acre Section 5- Cell 1A will provide additional disposal capacity until 2025. The development of the entire Section 5 disposal area will provide disposal capacity until approximately 2055. The overall construction of Section 5, Cell 1A was divided into two projects to expedite completion of the stormwater facilities to meet environmental permitting deadlines. Dividing the construction project into two parts also provides better chances for local contractors to win the bid for Part 1. Part 2 contains some construction specialties that may or may not be met by local contractors.

Part 1 contains the majority of the civil sitework and stormwater control facilities that are needed for Section 5.  A portion of the construction will take place in regulated wetlands for which the County was required to perform restoration of adjacent wetland to mitigate the impacts to the existing wetlands. Part 1 also includes the construction of a new stormwater treatment system, refurbishment of existing stormwater treatment systems, excavation of the majority of the 15-acres to be used for Cell 1A construction, construction of the perimeter access road, installation of stormwater piping and structures, and much of the sitework infrastructure needed for the construction of Section 5, Cell 1A. Part 1 needs to be completed before the construction of Part 2 can begin.

The legal Advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal in Monday, May 23, 2016. A Mandatory Pre-Solicitation Conference was held on Tuesday, June 03, 2016. Thirteen firms were represented at that meeting. Bids were received from two firms on Wednesday, June 22, 2016. Panhandle Grading & Paving, Inc., is the lowest bidder.

All work associated with this recommendation was done in-house and no additional staff was required.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
