| RECOMMENDATION: |
Recommendation Concerning Contract Award for Montclair Sidewalks & Resurfacing Phase 1, Havre Way - Claudia Simmons, Office of Purchasing, Purchasing Manager
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Roads, Inc. of NWF, per the terms and conditions of PD 15-16.059, Montclair Sidewalks & Resurfacing Phase 1 - Havre Way, in the amount of $429,636.74.

| BACKGROUND: |
The Montclair Sidewalks & Resurfacing Phase I – Havre Way project consists of the construction of sidewalks on the west side of Havre Way, resurfacing Havre Way along the sidewalk improvement area, driveway replacement, and other items needed to support this improvement. The proposed improvements will be constructed within the existing Escambia County rights-of-way and/or on any proposed temporary work agreements secured. Construction is scheduled to start early August 2016.
The legal Advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal in Monday, May 30, 2016 and Monday, June 06, 2016. A Non-Mandatory Pre-Solicitation Conference was held on Wednesday, June 08, 2016. Four firms were represented at that meeting. Bids were received from five firms on Thursday, June 23, 2016. Roads, Inc of NWF is the lowest bidder. |

| POLICY/REQUIREMENT FOR BOARD ACTION: |
This recommendation is in compliance with the Code of Ordinances of Escambia County, Fl 1999, Chapter 46, Finance, Article II Purchases and Contracts.
