RECOMMENDATION:
Recommendation Concerning Contract Award for 2015-2016 Groups 1, 2, & 5 Resurfacing - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Roads, Inc., of NWF, per the terms and conditions of PD 15-16.056, 2015-2016 Groups 1, 2, & 5 Resurfacing, in the amount of $1,661,103.22.

BACKGROUND:
This project consists of the resurfacing and/or reconstruction in portion or whole of Forest Pine Dr., Bellview Pines Dr, Bellview Pines Pl., Bellview Pines Way, Bellview Pines Rd., Black Oak Tr., Pepper Lane, Merle Circle, Zuni Circle, 49th Ave, Pine Tree Court, Beech Street, Chestnut Street, Willow Street, Maple Street, Elm Street, Omega Court, Broadmoor Lane, Lakewood Road, Valley ridge Circle, Valley Ridge Drive, Ridge View Lane, Ridge View Drive, Ridge View Court, New Forest Court, Wonderwood Court, Corsa Terrace, and Tiffany Drive.  This project will also include other work associated with the reconstruction of roadways such as maintenance of traffic, stormwater pollution prevention, seed and mulch, shoulder work, pavement striping, possible dewatering, etc. The contractor is to maintain traffic flow at all times, with minimal delays. Roadways are to have two-way traffic opened during all non-working hours. Closure of one lane will be allowed only during working hours.
 
Proposed schedule:
Construction start end of August 2016
Construction completion end January 2017

The legal Advertisement for PD15-16.056  was advertised on the Pensacola News Journal on Monday, May 23, 2016. A Non-Mandatory Pre-Solicitation Conference was held on Tuesday, June 07, 2016. Three firms were represented at that meeting. Bids were received from five firms on Wednesday, June 22, 2016. Roads, Inc of NWF, is the lowest bidder.

All work associated with this recommendation was done in-house and no additional staff was required.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL, 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
