RECOMMENDATION:
Recommendation Concerning the Approval of Agreement for the Reimbursement of Design and Construction Funds for the Bob Sikes Fishing Pier, Parking, and Trail Restoration Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board review and authorize the Chairman to sign the Florida Department of Environmental Protection (FDEP) Division of Water Restoration Assistance Grant Agreement between Escambia County and the State of Florida DEP for financial assistance for the Deepwater Horizon Natural Resource Damage Assessment Phase III Early Restoration Project - Bob Sikes Pier Improvements Project. 

The Agreement establishes that the amount to be reimbursed for design and construction funds for the Bob Sikes Fishing Pier, Parking, and Trail Restoration Project is set at $963,090.

The Office of Management and Budget has been notified of the Agreement, and will prepare a Project Budget.
BACKGROUND:
Escambia County Public Works staff submitted a grant application through the Natural Resources Damage Assessment (NRDA) for the Design and Construction of the Bob Sikes Fishing Pier, Parking and Trail Restoration Project following the Deepwater Horizon Oil Spill. The application proposed NRDA funding for the design and construction of improvements to the Bob Sikes Fishing Pier. The improvements proposed include site lighting, minor pier and rail modifications, handicap accessibility provisions, pier entrance signage, informational & educational signage and landscaping and aesthetic improvements to the adjacent parking area.

Meeting in regular session on June 16, 2016, the Board of County Commissioners approved the design services contract.
BUDGETARY IMPACT:
The Office of Management and Budget has been notified of the Agreement, and will prepare a project budget.

LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, reviewed and approved the Agreement for legal sufficiency.

IMPLEMENTATION/COORDINATION:
Upon approval of the Agreement, Escambia County Public Works staff will coordinate with FDEP staff for transmittal and formal execution.
