RECOMMENDATION:
Recommendation Concerning Contract Award for Greenhills Road Culvert Replacement - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and J. Miller Construction, Inc., per the terms and conditions of PD 15-16.053, Greenhills Road Culvert Replacement, in the amount of $344,974.

BACKGROUND:
The Scope of Work for the Green Hills Road Culvert Replacement Project consists of new pipe culvert with endwalls, erosion and sediment control, removing the damaged culvert and sandbag end walls, dewatering, removal of unsuitable material, utility relocation of sanitary sewer and water main, new construction of a two lane roadway (500ft) with sidewalk, curb and gutter, ditch armoring, and other ancillary roadway items.  The project is located on Greenhills Road.

The roadway culvert was damaged during the April 2014 storm event.  This project is part of an overall drainage improvement plan. This is a FEMA reimbursement project.

The legal Advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, May 16, 2016. A Non-Mandatory Pre-Solicitation Conference was held on Wednesday, May 25, 2016. Nine firms were represented in that meeting. Bids were received from seven contractors on Wednesday, June 15, 2016. J. Miller Construction, Inc. is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and PO.
