RECOMMENDATION:
Recommendation Concerning Contract Award for Smith's Fish Camp Road Replacement - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and R B M Contracting Services, LLC, per the terms and conditions of PD 15-16.054, Smiths Fish Camp Road Replacement, in the amount of $953,417.

BACKGROUND:
The 2014 April rainstorm resulted in roadway damage and drainage issues along Smith’s Fish Camp Road (North).  Erosion of the County ditch caused undercutting to the roadway and a portion of the roadway to washout and filled the channel with sediment and debris.  The intent of this project is to replace the roadway and bridge approaches allowing access to Smith’s Fish Camp via U.S. Highway 90 and to restore the existing stream channel in the immediate upstream vicinity of the bridge to a stable and sustainable condition.  This project is funded by Federal Emergency Management Agency (FEMA).

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday, May 16, 2016.  A Non-Mandatory Pre-Solicitation Conference was held on Wednesday, May 25, 2016.  10 Firms were represented at that meeting.  Bids were received from five contractors on Thursday, June 16, 2016.  R B M Contracting Services, LLC, is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
