RECOMMENDATION:

Recommendation Concerning Authorization for Access and Signature for the Transit Award Management System - Joy D. Blackmon, P.E., Public Works Department Director

That the Board authorize the Chairman to sign the Designation of Signature Authority Transit Award Management System (TrAMS) Memos and authorize the Chairman and the Assistant County Attorney to obtain Personal Identification Numbers (PINS) so that they may, on behalf of Escambia County, Florida, file and execute applications and documents required for Federal Transit Administration (FTA) Grants. These applications and documents include, but are not limited to the annual Certifications and Assurances.

BACKGROUND:

The FTA annually publishes Certifications and Assurances that must be signed by the Chair of the Escambia County Board of County Commissioners. They also require that these same Certifications and Assurances to be pinned in the TrAMS. County staff requests that the Chairman and the Assistant County Attorney be approved to be assigned PINs by FTA by signing the included Memos - the format for which was provided by the FTA.

Upon approval, ECAT staff will submit signed Memos to FTA. The Chairman and the Assistant County Attorney will be authorized to have PINs and ECAT staff will assist with pinning the Certifications and Assurances into TrAMS.
