RECOMMENDATION:
Recommendation Concerning the Agreement for Consulting Services with the University of Central Florida Board of Trustees to Develop a Grant-Funded Low Impact Design Manual for Escambia County - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the Agreement for Consulting Services between Escambia County and the University of Central Florida (UCF) Board of Trustees to develop a Grant-Funded Low Impact Design (LID) Manual for Escambia County:

A. Approve the Agreement for Consulting Services between Escambia County and the University of Central Florida Board of Trustees to develop a Grant-funded Low Impact Design (LID) Manual for Escambia County, in the amount of $86,000, to accomplish the deliverables of the Florida Department of Environmental Protection (FDEP) Grant Agreement #G0439 that was approved by the Board on March 3, 2016; and 

B. Authorize the County Administrator to sign the Agreement and subsequent Agreement-related documents, subject to Legal review and sign-off, such as no-cost time extensions. 

[Funding Source:  Fund 110, Other Grants and Projects, Cost Center to be determined at the time of Supplemental Budget Amendment.  The local match requirement funding has been expended from Fund 151, CRA Fund, on a previously-constructed pervious pavement project at the Juanita Williams County Park]
BACKGROUND:
At the March 3, 2016 BCC Meeting, the Board accepted a grant award from the Florida Department of Environmental Protection (FDEP) to develop a Low Impact Design (LID) manual and hold five educational workshops for local developers, architects, engineers, land use planners, and other stakeholders.  Faculty scientists at the University of Central Florida (UCF) Stormwater Academy are recognized as the State experts in Low Impact Design research and expertise. The Escambia County Attorney’s Office has developed an Agreement to contract with UCF to provide the Scope of Work and deliverables for the County’s FDEP grant (Agreement G0439).
BUDGETARY IMPACT:
This Agreement provides funding in the amount of $86,000 to UCF to accomplish the deliverables of FDEP Grant Agreement #G0439 to Escambia County that was approved by the Board on March 3, 2016. LEGAL CONSIDERATIONS/SIGN-OFF:
This Agreement has been approved as to form and legal sufficiency by Assistant County Attorney Kristin Hual.
PERSONNEL:
This project will be managed by personnel from the Natural Resources Management Department with assistance from the Public Works Department.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy II.B.8.
IMPLEMENTATION/COORDINATION:
Staff from the Natural Resources Management Department’s Water Quality & Land Management Division will coordinate management of this project with the Public Works Department.
