RECOMMENDATION:
Recommendation Concerning a Resolution of Support for Navy Federal Credit Union to Pursue the Construction of a New Access to Interstate 10 from the Navy Federal Credit Union Campus - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution Supporting the Proposed Access to Interstate 10 from the Navy Federal Credit Union Campus on US90A (Nine Mile Road).
BACKGROUND:
Navy Federal Credit Union plans to design and ultimately construct a new access onto Interstate 10 from the northern boundary of the Navy Federal Campus. Navy Federal Credit Union (NFCU) is a catalyst for development in the Beulah community of Escambia County, and in the region as a whole. NFCU currently employs over 5,000 people, with plans to grow to 10,000 employees by 2026. When factoring the Institute of Transportation Engineers (ITE) standard of 3.15 vehicle trips per employee per day, NFCU currently experiences approximately 14,175 daily trips. When using this ITE standard to factor for the increase to10,000 employees, Navy Federal Credit Union could see approximately 31,500 daily trips by 2026.

NFCU would like to address traffic congestion concerns before they become an issue, and because their employees commute from all over the region, including from Alabama, Santa Rosa County and Escambia County, FL, they wish to pursue construction of this Interstate 10 access, which would deliver NFCU traffic much closer from Interstate 10 to the NFCU campus than is now currently possible.

IMPLEMENTATION/COORDINATION:
Upon approval of the Resolution, Escambia County Public Works staff will coordinate with Navy Federal Credit Union staff, and will transmit the signed Resolution to the Florida Department of Transportation.
