RECOMMENDATION:
Recommendation Concerning an Interlocal Agreement with the Town of Century for State Housing Initiatives Partnership Housing Program Services - Tonya Gant, Neighborhood & Human Services Department Director

A. That the Board approve an Interlocal Agreement with the Town of Century for State Housing Initiatives Partnership (SHIP) Housing Program Services; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement.

BACKGROUND:
The County received disaster State Housing Initiatives Partnership (SHIP) Program funding for housing repair and replacement as a result of the two tornados that hit the area in February 2016. The Town of Century (Town) suffered major damage  from the February 15, 2016 tornado. The Town has had multiple applicants for SHIP Housing Repair assistance, which has required more staff time to take and work through the application process. The cases in Century have generally been more complex, with applicants needing staff guidance to work through homestead and various title issues. Additionally, a large number of homes in the historic district were damaged or destroyed, requiring coordination with the State of Florida Division of Historic Resources before any work can commence.

This Interlocal Agreement (Exhibit I) allows the County to pay the Town a flat rate of $1500 per month for one year to take client applications, execute all documents related to income, asset, and insurance verifications, provide referrals to outside agencies as needed, coordinate with the Division of Historic Resources, prepare loan closing paperwork and other pre-construction documents, assist the County with Century residents in the unincorporated area, and implement other program requirements as needed.
BUDGETARY IMPACT:
Funds for this Agreement are available in Fund 120/2016 SHIP, Cost Center 370202.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Interlocal Agreement has been reviewed and approved by Kristin Hual, Assistant County Attorney.
PERSONNEL:
Not applicable to this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
An Agreement is needed to allocate SHIP administrative costs to outside agencies.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will work collaboratively with the Town of Century's consultant to ensure collection of required SHIP program documents.
