RECOMMENDATION:
Recommendation Concerning Contract Award for Design Services for Bob Sikes Fishing Pier, Parking and Trail Restoration - Claudia Simmons, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Baskerville-Donovan, Inc., and Escambia County, per the terms and conditions of PD 15-16.038, Design Services for Bob Sikes Fishing Pier, Parking and Trail Restoration, for a lump sum of $95,400, and optional services of $35,470, providing a total of $130,870.

BACKGROUND:
The intent of this project is to provide professional services to Escambia County for the planning, design, permitting, bid support, and construction management of various improvements to the Bob Sikes Fishing Pier on Santa Rosa Island.
 
This project includes: limited Boundary and Topographic Survey, Site lighting, pier and guard rail modifications, disability accessibility additions, pier entrance signage, informational signage, and landscaping improvements to the adjacent parking area.

The consultant will coordinate design efforts with the ongoing design and construction of Pensacola Beach Boulevard including the multi-use path, re-configured parking area, disability access, and service road connecting the pier with Morgan Park. This includes some modification to the Pensacola Beach Master Plan Access Roadway Improvements plans to identify the terminus of the County funded Access Roadway Improvements and the commencement of the Natural Resource Damage Assessment (NRDA) funded Bob Sikes Fishing Pier, Parking and Trail Restoration project.

Request for Letter of Interest, PD 15-16.038, Design Services for Bob Sikes Fishing Pier, Parking and Trail Restoration were publicly noticed on Monday, March 21, 2016 to one hundred seventy three know firms.  Responses were received from four firms on Tuesday, April 5, 2016.  Atkins North America, Inc. withdrew just prior to the Discussion/Ranking Meeting.  Discussions were held with three firms on Wednesday, April 26, 2016.  The Selection Committee ranked in the following order:
1. Baskerville-Donovan, Inc.
2. Volkert, Inc.
3. Preble-Rish, Inc.

Baskerville-Donovan, Inc. provided their initial fee proposal dated May 16, 2016 based on the scope of work in the solicitation at a total of $146,670.  Negotiations were held on Tuesday, May 17, 2016 and Thursday, May 19, 2016 resulting with a final negotiated total fee of $130,870.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
