RECOMMENDATION:
Recommendation Concerning the Memorandum of Agreement with the Florida Division of Emergency Management for the Access and Use of a Statewide and State-Funded Emergency Notification System - Michael D. Weaver, Public Safety Department Director

That the Board take the following action regarding the Memorandum of Agreement between the Florida Division of Emergency Management and Escambia County, Florida:

A. Approve the Memorandum of Agreement between the Florida Division of Emergency Management and Escambia County, Florida, for the Access and Use of a Statewide and State-Funded Emergency Notification System that is effective on the date of execution by the last-signing party and shall remain in effect for the duration of services provided under the contract DEM-16-PG-E4-13-00-22-379, but no later than June 30, 2019; and

B. Authorize the Chairman or Vice Chairman to execute the Memorandum of Agreement and any subsequent documentation related to the implementation of this Memorandum of Agreement.
BACKGROUND:
In 2015, the Florida Legislature created Section 252.35(2)(a)6, Florida Statute (2015), (F.S.) that requires the Florida Division of Emergency Management (FDEM) to establish a system of communications and warning to ensure that the state's population and emergency management agencies are warned of developing emergency situations and can communicate emergency response decisions.  In meeting this requirements, FDEM has purchased a system that will be utilized state-wide and is making this system accessible to every county in the state as they may desire access and use for emergency communications and notifications to their county populations. This Memorandum of Agreement (MOA) identifies operational roles, responsibilities, and protocols Escambia County must follow in exchange for this system access and use.  The state has purchased this system and is providing access to Florida counties at no cost.

LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and approved this MOA as to form and legal sufficiency.
PERSONNEL:
Implementation of this MOA will be accomplished with existing personnel.  No additional personnel are required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board of County Commissioner policies require all MOAs to be approved by it.
IMPLEMENTATION/COORDINATION:
John Dosh, Manager of the Division of Emergency Management, will be responsible for the implementation and maintenance of this MOA.
