RECOMMENDATION:
Recommendation Concerning the Trip & Equipment Grant Application and Form Agreement - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the Trip & Equipment Grant Application and Form Agreement:

A. Adopt the Resolution authorizing submission of a Trip & Equipment Grant Application to the Florida Commission for the Transportation Disadvantaged, approving the Form of the Trip & Equipment Grant Agreement, and designating the County Administrator as the County's Registered Agent in Florida; and

B. Authorize the Chairman to execute the Resolution. 

[Funding:  The Florida Commission for the Transportation Disadvantaged provides funding for the Community Transportation Coordinator, available in Fund 104, Mass Transit Fund.  The 10% local match of $74,119 is included in the current Transit Budget]
BACKGROUND:
Meeting in regular session on April 29, 2014, the BOCC approved and authorized the Chairman to sign a Memorandum of Agreement with the Florida Commission for the Transportation Disadvantaged, allowing the BOCC to become the Community Transportation Coordinator (CTC) for Escambia County.

As CTC, the County has the authority to apply for and accept certain grant funding from the Transportation Disadvantaged Trust Fund. Under the terms of the Trip & Equipment Grant Agreement, the Florida Commission for the Transportation Disadvantaged will provide financial assistance for non-sponsored transportation trips and/or capital equipment to the non-sponsored disadvantaged in accordance with the requirements of the Transportation Disadvantaged Trust Fund as provided in Chapter 427, Florida Statutes, Rule 41-2, Florida Administrative Code.

There is a 10% required local match that is included in the current Transit Budget.
BUDGETARY IMPACT:
The Florida Commission for the Transportation Disadvantaged provides funding for the CTC, available in Fund 104, "Mass Transit".

The Florida Commission for the Transportation Disadvantaged is expected to provide $667,066 (90% of grant award) towards the total expected cost of $741,184.  The 10% required local match of $74,119 is included in the current Transit budget.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and approved the Resolution and the form of the Trip & Equipment Grant Agreement. Upon award, the final Trip & Equipment Grant Agreement shall be presented for Board approval.

IMPLEMENTATION/COORDINATION:
Traffic and Transportation Operations staff will act as liaison between the Florida Commission for the Transportation Disadvantaged and as contact person for the BOCC and Escambia County transportation-disadvantaged clients/riders.
