RECOMMENDATION:
Recommendation Concerning an Appointment to the Escambia County Extension Council - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning an appointment to the Escambia County Extension Council:

A. Appoint the following individual, effective June 16, 2016, through November 30, 2016, to complete the two-year term of Darrell Black, who resigned;

B. Request the County Administrator's Office to provide a letter of appointment to Mrs. Penegar; and

C. Request the County Administrator's Office to provide a letter of appreciation to the following individual:

Mrs. Penegar, who was nominated by the Nominating Committee and selected by the Escambia County Extension Council, resides in the zone for which appointed, is known to have an interest and concern for programs of Escambia County Extension, and has been nominated without regard to race, color, creed, sex, or national origin. 

A General Alert was posted to the County's website from April 26, 2016, until close of business on May 12, 2016, seeking County residents within Zone 6 who would be interested in volunteering for the appointment.  There was one person who responded to the General Alert.
BACKGROUND:
Chapter 67-1366, Laws of Florida, authorizes establishment of a county extension council and division of the county into zones or districts by the Board of County Commissioners (BCC).  Council members are appointed by the BCC, subject to the approval of the Florida Cooperative Extension Service.  The council is to be composed of an odd number of members, men and women, numbering neither less than 13 nor more than 21.  The persons appointed are to be known to have an interest in and concern for the agricultural, family and consumer sciences (home economics), and youth programs of extension; in developing the rural and urban sections; and in developing the county and its resources.  At least one council member shall be a member of the BCC.
 
To ensure that every section of the county is represented, the county is divided into zones and a member is selected from each zone.  Members must live in the zone to which he/she is appointed and serve staggered two-year terms.  Members may serve for a maximum of two consecutive two-year terms before rotating off and must be off the Council for one two-year term before becoming eligible to serve again.
 
This individual, who was nominated by the Nominating Committee selected by the Escambia County Extension Council, resides in the zone for which appointed and is known to have an interest and concern for programs of the Escambia County Extension, and has been nominated without regard to race, color, creed, sex, or national origin.

BUDGETARY IMPACT:
No budgetary impact associated with appointments to the Extension Council.
LEGAL CONSIDERATIONS/SIGN-OFF:
No legal consideration required for Extension Council appointments.

No personnel impact associated with appointments to the Extension Council.
POLICY/REQUIREMENT FOR BOARD ACTION:
Per County Administrator's policy, attached is a copy of an Information Sheet for the individual being considered for appointment.
IMPLEMENTATION/COORDINATION:
After final BCC action, the Extension Division Manager will forward the BCC's recommendation to the University of Florida Dean for Extension for consideration and approval/confirmation.

Nominations were recommended by the Nominations Committee of the Escambia County Extension Council.  Nominees have agreed to serve if appointed.
