RECOMMENDATION:
Recommendation Concerning the Transfer of Trolleys to the West Florida Public Library System, the Escambia County Neighborhood & Human Services Department, and the City of Pensacola Parks and Recreation Department - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board authorize the transfer of trolleys, vehicle numbers 44030 and 44031, to the Escambia County Neighborhood & Human Services Department, the transfer of trolley, vehicle number 44147, to the West Florida Public Library System, and the transfer of trolley, vehicle number 44146, to the City of Pensacola Parks and Recreation Department.
BACKGROUND:
Escambia County Fleet Maintenance currently has four county-owned trolleys that have not been used since Summer 2015. The County Public Works Department recently received requests from three separate agencies about the possibility of assuming the vehicles for use for their various programs.

After an evaluation of the trolleys, it was determined that each trolley is operable, but will require some maintenance efforts that will be borne by each receiving agency. The Escambia County Neighborhood and Human Services Department has requested 2 trolleys (vehicle #s 44030 and 44031) for public transport for their summer camps and other programs. The West Florida Public Library System has requested one trolley (vehicle #44147) for use in their various programs, and the City of Pensacola Parks and Recreation Department requested one trolley (vehicle #44146) for transport of children for their upcoming Summer Fishing Camps, and other city programs. 

These trolleys were scheduled for surplus, and it is estimated that the trolleys would have sold for approximately $5K each in an auction.

The three agencies have agreed that upon transfer of the requested trolleys each receiving agency will fund any and all operational and maintenance costs.

Upon approval of the transfer requests, Transportation & Traffic Operations Staff will coordinate with Fleet Maintenance, the Library System, Neighborhood and Human Services Department, and the City of Pensacola Parks and Recreation Department for formal transfer of the trolleys.
