RECOMMENDATION:
Recommendation Concerning an Amendment to the Memorandum of Understanding for the Operation of Extension Service in Escambia County - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board, subject to Legal review and sign-off, approve and authorize the Chairman to sign the Amendment to the Memorandum of Understanding for the Operation of Extension Service in Escambia County between the Board of County Commissioners of Escambia County; the Florida Cooperative Extension Service, Institute of Food And Agricultural Sciences, University of Florida; and the Extension Council of Escambia County, Florida.
BACKGROUND:
Effective September 6, 2007, Escambia County previously entered into a Memorandum of Understanding  with the University of Florida and the Escambia County Extension Council for the operation of extension service in Escambia County.  The Memorandum of Understanding defines the responsibilities of Escambia County, the University of Florida's Cooperative Extension Service, and the Escambia County Extension Council in the operation and management of the Escambia County Extension Service.  The proposed Amendment, which will have no fiscal impact, clarifies the respective responsibilities of the County and the University with regards to funding for Extension Faculty salaries and the provision of employee benefits.  The revised language will serve to demonstrate compliance with the requirements of the Fair Labor Standards Act and the Affordable Care Act.
BUDGETARY IMPACT:
No budgetary impact anticipated.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Amendment has been reviewed by Kristin Hual, Assistant County Attorney, and by the University of Florida.
PERSONNEL:
No impact to personnel anticipated.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with Board Policy Section II, B.8. - Resolutions, Agreements, and Contracts.
IMPLEMENTATION/COORDINATION:
After the Board approves the Amendment and authorizes the Chairman's signature on behalf of Escambia County, the County Extension Director will coordinate signatures from the Escambia County Extension Council Chairman and the appropriate parties at the University of Florida.
