RECOMMENDATION:
Recommendation Concerning the Florida Department of Transportation Shared-Use Nonmotorized Trail Network Program Individual Trail Application for the Milton to Scenic Bluffs Corridor Extension - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the Florida Department of Transportation Shared-Use Nonmotorized (SUN) Trail Network Program Individual Trail Application for a Trail System for the Milton to Pensacola Scenic Bluffs Corridor Connection to the University of West Florida:

A. Authorize staff to submit an Application for SUN Trail funds to the Florida Department of Transportation (FDOT) to request Grant funding for the trail additions to the Milton to Pensacola Scenic Bluffs Corridor; and

B. Authorize the County Administrator to sign the Application and any other documents related to the request for SUN funds, subject to Legal review and sign-off, without further action of the Board, if applicable.
BACKGROUND:
The Florida Department of Transportation (FDOT) is soliciting Shared-Use Nonmotorized (SUN) Trail program individual trail applications for inclusion in the Tentative Five-Year Work Program (Fiscal Years 2017-2021). The program provides a means of developing a network of paved multi-use trails throughout the state.

The project consists of three segments. The East Campus Trail will pave a 1.5-mile section of the existing University of West Florida (UWF) Cross Country Trails to connect Parking Lot Z in the center of campus with a new East Entrance parking lot across 9 Mile Road from Scenic Highway, and add a pedestrian walkway connecting the trailhead parking lot with Argonaut Village. The Edward Ball Nature Trail will expand the 0.6-mile Edward Ball Nature Trail from its current approximate 3’ width boardwalk to meet current ADA standards, and will re-pave the segments at each entrance connecting the Trail with existing paths and parking. The East Campus Trail connects with the Edward Ball Nature Trail using 1 mile of existing walkways across central campus, which would be administered and maintained by UWF.

The third segment is proposed along Greenbrier Blvd. and Ten Mile Road from Chemstrand Road east to an existing trail on the UWF campus - approximately 2.25 miles. This will be a ten foot wide paved multi-use path on one side of the road for the majority of its length, with boardwalk and bridges being used to cross environmentally sensitive areas. This segment would be administered and maintained by Escambia County.

The grant request will include funding for design and construction for all segments. Design cost estimate is $263,330; construction cost estimate is $2,194,422; construction engineering and inspection cost estimate is $263,330. Total cost estimate is $2,721,082. There is no required local funding match.
