RECOMMENDATION:
Recommendation Concerning the Form of Agreement for Reimbursement of Paramedic Training Program Expenses - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Form of Agreement for Reimbursement of Paramedic Training Program Expenses between Escambia County and paramedic students who agree to the terms outlined for the Emergency Medical Services (EMS) In-House Paramedic Program:

A. Approve the use of the content and the use of the Form of Agreement for Reimbursement of Paramedic Training Program Expenses; and

B. Authorize the County Administrator to sign all future Agreements between the County and paramedic students agreeing to the terms outlined for the Paramedic Training Reimbursement Program.
BACKGROUND:
In it's Meeting held on May 5, 2015, the BCC approved the Agreement for the Provision of a Paramedic Training Program between Escambia County and Pensacola State College. The total cost per student is approximately $6,000, to include tuition, books, and uniforms, to complete the Paramedic Training Program. Each student would have to attend classes for approximately 1- year before completing the training program. Each student attending the In-House Paramedic Program would be required to sign the Agreement for Reimbursement of Paramedic Training Program Expenses. The agreement between Escambia County and the employee states the employee agrees to successfully complete the Training Program and, thereafter, continue full-time employment as a paramedic with Escambia County EMS for at least two years or, otherwise, be subject to an obligation to reimburse the County for costs to include but not limited to tuition, text books, uniforms, lab fees, and departmental fees.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Agreement for Reimbursement of Paramedic Training Program Expenses between Escambia County and Employees enrolled in Paramedic Training Program have been reviewed and approved for form and legal sufficiency by Kristen Hual, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy requires Board Approval of all Agreement.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, Stephen White, EMS Division Manager, will oversee implementation of the Form of Agreement.
