RECOMMENDATION: |
Discussion Concerning Professional Services for Escambia County, Florida, Related to the RESTORE Act - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management
That the Board discuss the following items concerning PD 15-16.034, Professional Services for Escambia County, FL Related to the RESTORE Act:
A. The Selection Committee determined the team of GrayRobinson, P.A.; Capitol Hill Consulting Group; and Statecraft, LLC, to be the most qualified to accomplish the goals set forth in the Request for Proposals;
B. The fee requested to perform the services is an annual lump sum of $96,000, to be paid monthly at a rate of $8,000; and
C. If the Board approves the Agreement with the #1-ranked firm, the Board will need to establish a funding source, approve the provided Agreement for Professional Consulting Services between Escambia County and GrayRobinson, P.A., and authorize the Chairman to sign the Agreement. |
BACKGROUND: |
At the December 10, 2015 BCC meeting, the Board directed staff to draft a Scope of Work and solicit proposals for RESTORE Act Consulting Services to coordinate and leverage potential funding opportunities with federal, state, and non-governmental organizations. Four qualified firms responded to the RFP with proposed annual fees ranging from $72,000 to $710,000. The staff Selection Committee ranked the top three short-listed firms as follows:
#1 Gray/Robinson, P.A.
#2 Erin L. Deady, P.A.
#3 Gunster, Yoakley and Stewart |
BUDGETARY IMPACT: |
The Fee Proposal is for an annual lump sum of $96,000. Funding source to be determined. |
LEGAL CONSIDERATIONS/SIGN-OFF: |
Kristin Hual, Assistant County Attorney, has approved the Agreement as to form and legal sufficiency. |
PERSONNEL: |
This contract will be managed by the Director, Department of Natural Resources Management. |

IMPLEMENTATION/COORDINATION: |
Department of Natural Resources Management staff will coordinate with appropriate parties to implement terms of the Agreement. |
