RECOMMENDATION:
Recommendation Concerning the Florida Department of Transportation Shared-Use Nonmotorized Trail Network Program Individual Trail Application for a Multi-Use Trail on Perdido Key Drive - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Florida Department of Transportation Shared-Use Nonmotorized (SUN) Trail Network Program Individual Trail Application for a Multi-Use Trail on Perdido Key Drive (State Road 292):

A. Authorize staff to submit an Application for SUN Trail funds to the Florida Department of Transportation (FDOT) to request Grant funding for the Perdido Key Drive Multi-Use Trail project; and

B. Authorize the County Administrator to sign the Application and any other documents related to the request for SUN funds, subject to Legal review and sign-off, without further action of the Board, if applicable.
BACKGROUND:
The Florida Department of Transportation (FDOT) is soliciting Shared-Use Nonmotorized (SUN) Trail program individual trail applications for inclusion in the Tentative Five-Year Work Program (Fiscal Years 2017-2021). The program provides a means of developing a network of paved multi-use trails throughout the state.

This project will provide for design of a ten foot wide multi-use path on the north side of Perdido Key Drive (SR 292) in Escambia County. The project length is approximately 6.2 miles and begins at Alabama state line and ends at Gongora Drive. The path will be a key transportation asset for walkers, cyclists, skaters, wheelchair users and all other non-motorized traffic. A portion of the path will be a raised 10-foot wide boardwalk through the Perdido Key State Park. Along the path will be beach restoration plantings for wildlife preservation, reduction of sand migration and beautification.

FDOT has programmed the design phase of the eastern segment of the multi-use trail from Perdido Key State Park to Gongora Drive in FY 2017. There are no funds currently available for construction.

The SUN Trail Program does not require a local match, but local contribution is a ranking criteria for the project prioritization process. At this time, the County does not intend to provide any local contribution for this project application.

Kristin Hual, Assistant County Attorney, has reviewed and signed off on the application.

IMPLEMENTATION/COORDINATION:
County staff will prepare the package and submit to FDOT, District 3. Public Works Department will coordinate with the FDOT District 3.

County, FDOT, and West Florida Regional Planning Council staff will coordinate efforts.
