Issue:    Purchase of Cutaway Fixed-Route Buses for Escambia County Area Transit

RECOMMENDATION:
Recommendation Concerning the Purchase of Cutaway Fixed-Route Buses for Escambia County Area Transit - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the purchase of four Glaval Cutaway Transit Vehicles for Escambia County Area Transit:

A. Approve and authorize the County to purchase four Glaval Cutaway Transit Vehicles for Escambia County Area Transit using the State of Florida Department of Transportation Contract #TRIPS-11-CA-GB, in accordance with the Escambia County, Florida, Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board Approval; and

B. Award a Purchase Order, in accordance with the specifications, in the amount of $438,044, to Getaway Bus, Inc.

Because Federal funds are being used for the purchase of these vehicles, the County must comply with 49 CFR (Code of Federal Regulations), the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government.  The rules apply to all Federal projects and prohibit the restricting of purchase to local entities, however, the specifications were posted on the Escambia County website for 30 days to allow local businesses to offer a competitive bid.  No bids were received.

BACKGROUND:
Because federal funds are being used for the purchase of these vehicles, the County must comply with 49 CFR (Code of Federal Regulations), the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. The rules apply to all Federal projects and prohibit the restricting of purchase to local entities, however, the specifications were posted on the Escambia County website for 30 days to allow local business to offer a competitive bid. No bids were received.

The four replacement vehicles were applied for in three separate FTA funded grants, and will be used in Fixed-Route service.

ECAT retired four older vehicles (Board approval 5/21/15), and with the addition of two new routes in April 2016, the spare ratio has fallen to less than 10%. The FTA recommended spare ratio is 20%. Vehicles needed to Operate Maximum Service (VOMS) is 36, and the current fixed-route fleet totals 39.  With the additional 4 vehicles, our spare ratio will be 19%.

These vehicles were chosen to supplement the fixed-route fleet because they are versatile, and interchangeable to different routes depending on passenger needs, route requirements, and peak or non-peak times.

Local Match is provided by Toll Revenue Credits.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order. ECAT staff with coordinate with the vendor.
