RECOMMENDATION:
Recommendation Concerning Community Housing Development Organization Training - Tonya Gant, Neighborhood & Human Services Department Director

That the Board approve reimbursing travel costs of up to $700 per agency for approved Community Housing Development Organizations (CHDOs) to attend a U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) specific training.

BACKGROUND:
HUD mandates that at least 15 percent of HOME funds must be set aside for rental housing or homebuyer housing development to be undertaken by Community Housing Development Organizations (CHDOs). A CHDO is a private nonprofit, community-based organization that has staff with the capacity to develop affordable housing for the community it serves. In order to qualify for designation as a CHDO, the organization must meet certain requirements pertaining to their legal status, organizational structure, capacity and experience.

The current approved CHDO’s are:
*AMR at Pensacola, Inc
*Community Enterprise Investments, Inc.
*Circle, Inc.
*Community Action Program Committee
*Northwest Florida Community Housing Development Corporation, Inc.

Continued training is necessary to meet the vigorous HUD HOME requirements and to assist the Escambia Consortium with spend-out of this set aside. The Escambia Consortium at one time provided operating costs to the CHDOs until HOME funding was drastically cut by Congress. Upcoming in person trainings include "CHDO Opportunities in HOME" and "Rental Development for CHDOs."

Up to $700 is available per CHDO for reimbursement of actual travel expenses (registration, lodging, mileage, airfare, parking fees only) to attend a HUD HOME in person training through September 30, 2016. The CHDO must provide proof of training and receipts in order to receive reimbursement. CHDO's not desiring to participate in trainings this fiscal year may have their funds utilized by another CHDO until funds are exhausted.
BUDGETARY IMPACT:
Funds are available in Fund 129/2014 CDBG, Cost Center 370219 or 2015 CDBG, Cost Center 370222. 24 CFR 570.206 permits the use of CDBG funds for HOME program administration.
LEGAL CONSIDERATIONS/SIGN-OFF:

IMPLEMENTATION/COORDINATION:
If approved by the Board, the Neighborhood Enterprise Division will coordinate paperwork with CHDO's for reimbursement.
