RECOMMENDATION:
Recommendation Concerning Amendments to the Florida Department of Transportation 5-Year Fiscal Year 2017-2021 Work Program for the Longleaf Drive Capacity Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution supporting the proposed amendments to the Florida Department of Transportation (FDOT) 5-Year Fiscal Year 2017-2021 Work Program for the Longleaf Drive Capacity Project (Project #4210143).  The proposed amendments are to extend the project limits from Pine Forest Road east to Wymart Road to Pine Forest Road east to Kemp Road, and to amend the actual programmed project phase from construction to design and right-of-way in Fiscal Year 2017.
BACKGROUND:
Staff is seeking Board approval of a Resolution (attached) to be transmitted to FDOT regarding proposed amendments to the Longleaf Drive Capacity Project listed in the current FDOT 5 Year Work Program. Currently, the Work Program has construction funds in the amount of $2,029,206 allocated for the Longleaf Drive from SR 297 (Pine Forest Road) east to Wymart Road, in FDOT FY 17. Because Escambia County and FDOT entered into a Transportation Regional Incentive Program (TRIP) Agreement (attached), a funding program that allows the state and the local agency to split the cost of project phases 50/50, Escambia County is responsible for 50% of the construction costs, equaling $1,014,603. 

Due to several external conflicts (April 2014 Flood Event, project design revisions, etc.), the project is still in the design phase (approximately 60% design), and the right-of-way phase has yet to begin. FDOT and county staff have met multiple times over the past few months to discuss this project and how to proceed, since construction is programmed for FY 17, yet the project is still in design. Staff is asking the BCC to officially request these amendments to the FDOT 5 Year Work Program:

 - Extend the project limits from Wymart Road further east to Kemp Road (approximately 2,400')

 - Amend the actual programmed project phase from construction to design and right-of-way in FY 17.
BUDGETARY IMPACT:
No budgetary impact is anticipated with this Resolution.

The Resolution was reviewed and approved by Kristin Hual, Assistant County Attorney.
