Recommendation Concerning Change Order for PD 13-14.020, Former Escambia County Mosquito Control Facility - Tonya Gant, Neighborhood & Human Services Department Director

That the Board approve and authorize the County Administrator to execute the following Change Order, in the amount of $247,185, to Cameron-Cole, LLC, on Contract PD 13-14.020, Former Escambia County Mosquito Control Facility Remediation Monitoring (this change order is to fully fund the Agreement originally approved by the Board in 2014):

BACKGROUND:
Request for letters of Interest, PD 13-14.020, former Escambia County Mosquito Control Facility Remediation and Monitoring, were publicly noticed on Monday, February 10, 2014 to 63 known firms. Responses were received from three firms on Tuesday, February 25, 2014. Cameron-Cole, LLC was the number one ranked firm, and an Agreement with Cameron-Cole, LLC was approved by the Board on June 3, 2014 (Exhibit I) for monitoring at the former Mosquito Control Facility at 603 Romana Street for a total amount of $458,093. Due to funding restrictions at the time, a purchase order was issued for $210,908 for monitoring for Year Two and Year Three.

This change order of $247,185 is for the continued service through year five as outlined in the Agreement approved by the Board and executed under PD 13-14.020 (Exhibit II). There are not any changes or additions to the original scope of work. The former Mosquito Control Facility requires ongoing site monitoring and remediation system operation and maintenance. The breakdown of services is as follows:

BUDGETARY IMPACT:
Funding for this activity is budgeted in Fund 129, 2014 CDBG, Cost Center 370221 and/or VCTC, Cost Center 370213.
LEGAL CONSIDERATIONS/SIGN-OFF:
Attorney Standard Form of Contract Form G, Consulting Services for Stand-Alone Services was used for the original Contract.
PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
Staff from the Community Redevelopment Agency and Neighborhood Enterprise Division will oversee the Contract Amendment.
