RECOMMENDATION:
Recommendation Concerning a Regional Advanced Traffic Management System and Transportation Management Center - Joy D. Blackmon, P.E., Public Works Department Director

That the Board adopt and authorize the Chairman to sign the Resolution expressing support for the construction and operation of a regional, unified Advanced Traffic Management System (ATMS) and a Transportation Management Center (TMC) for Escambia County, Santa Rosa County, the City of Pensacola, the City of Milton, and the City of Gulf Breeze.
BACKGROUND:
There is an ongoing master planning study for the Escambia-Santa Rosa Regional Advanced Traffic Management System (ATMS). An ATMS includes a regional computerized signal system and selected Intelligent Transportation System (ITS) components such as wireless and wired communications and networking, traffic signals, incident detection, traffic operations center, regional center-to-center communications, etc. The ATMS benefits include, but are not limited to improved safety, improved congestion mitigation, improved emergency response, improved regional growth adaptability, improved evacuations, improved integration of transportation systems, and reduced operations and maintenance costs.
 
An initial recommendation of the study is that there are significant operational and financial benefits to a unified, region-wide ATMS approach. Therefore, in order to advance the study, the Board’s consideration is requested to adopt the attached non-binding Resolution expressing its support for inter-agency cooperation between the FDOT, Escambia County, Santa Rosa County, the City of Pensacola, the City of Milton and the City of Gulf Breeze for the development and operation of a unified ATMS and TMC for the Escambia County and Santa Rosa County region.
 
The Florida-Alabama Transportation Planning Organization (TPO) has designated the Escambia-Santa Rosa Regional Advanced Traffic Management System (ATMS) Project as the number one priority in the TPO’s Fiscal Year 2017 - 2021 project priority list.
