RECOMMENDATION:
Recommendation Concerning Reappointments to the Escambia County Contractor Competency Board - Donald R. Mayo, CBO, Building Services Department Director

That the Board take the following action concerning four reappointments to the Escambia County Contractor Competency Board:

A. Waive the Board's Policy, Section I, Part B 1. (D), Appointment Policy and Procedures;

B. Reappoint, retroactively, the following four members for a three-year term, effective May 1, 2016, through April 30, 2019:

1. Leroy White, Leroy White Construction, Inc. (State Registered Building Contractor);

2. Verris "Mac" Magee, Expert Heating, A/C & Refrigeration, Inc. (Mechanical Contractor and Master Gas Contractor);

3. Sam Menezes, Pensacola Christian College (Master Plumbing Contractor); and

4. Michael E. Batchelor, Batchelor's Inc. (State Certified Roofing Contractor).

There were no responses to the General Alert that was posted on the County's Website from March 14, 2016, to March 25, 2016, informing the public that the Escambia County Board of County Commissioners was seeking residents interested in volunteering to be considered for an appointment to the Escambia County Contractor Competency Board. 

Presently, four members whose terms expire April 30, 2016, have expressed a desire to be reappointed; their Resumes are provided for review.
BACKGROUND:
The Contractor Competency Board was established to accept contractor applications and oversee examination for licensure as a contractor; issue certificates of competency for registered contractors, and record certificates of competency and issue renewals to those who qualify.  The Board also investigates violations of Chapter 18, Escambia County Code of Ordinances and/or Chapter 489, Florida Statutes, and upon due cause shown, takes appropriate disciplinary action as allowed by Ordinance and/or Statute.  Members serve three-year terms and those whose terms have expired, may be reappointed to additional terms  in accordance with Section 18-56 of the Escambia County Code of Ordinances.

This recommendation was reviewed and approved by Meredith D. Crawford, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in keeping with the goal of the Board of County Commissioners to protect the health, safety and welfare of persons and property by requiring certification of individuals engaged in, or wishing to engage in the business of contracting in Escambia County.
