| RECOMMENDATION: |
Recommendation Concerning a Change Order to Sigma Consulting Group, Inc., for the Glynn Broc Gully and Cypress Point United States Department of Agriculture Natural Resources Conservation Service Emergency Watershed Program Project - Joy D. Blackmon, P.E., Public Works Department Director
That the Board approve and authorize the County Administrator to execute the following Change Order to Sigma Consulting Group, Inc., on Contract PD 02-03.79, Glynn Broc Gully and Cypress Point (USDA-NRCS-EWP) Project (funding for the sheet pile wall was included in the increase provided by the Natural Resources Conservation Service (NRCS) on March 30, 2016, and part of the addendum approved by the Board on April 7, 2016). This Change Order also adds tasks to the Geotechnical Investigation and Design and Construction Plans:

| BACKGROUND: |
The April 2014 storms produced floodwaters throughout Escambia County. Swollen streams caused excessive flooding and erosion that damaged many roadways, dams, culverts, and bridges.
A task order was issued to Sigma Consulting Group, Inc. on March 19, 2015 to provide engineering services for design and construction of the project to repair damage caused by the April 2014 Storm event in Glyn Broc Gully and Cypress Point.
This Change Order adds task items to provide for changes at the request of NRCS, to add a sheet pile retaining wall to replace a failing wood wall. Funding for the sheet pile wall was included in the increase provided by NRCS on March 30, 2016, and part of the addendum approved by the Board on April 7, 2016. This Change Order also adds tasks to the Geotechnical Investigation and Design and Construction Plans. Change Order #1 reallocated tasks, which increased the environmental permitting services and decreased field inspections. Change Order #2 was for time only.
This USDA-NRCS-EWP Program reimburses 75% of the actual eligible construction costs, and reimburses eligible in-kind technical services not to exceed 7.5% of the actual eligible construction cost. |

| Upon Board approval, a Change Order will be transmitted to the Office of Purchasing for processing. |
